A little over a year ago, the University of South Carolina Salkehatchie posted a job opening for its men’s basketball coach. It might have been a single sentence: applications being accepted for the worst college coaching job in the country. The school, a junior college at a rural outpost about an hour’s drive west of Charleston, had shut down its men’s basketball program before last season after going through four coaches in eight months. The facilities: a gym whose court is seven feet short of regulation, whose showers don’t have running water and whose men’s locker room doesn’t have a toilet. The job would test career ambitions, which made it perfect for Matt Lynch.

Because anti-smoking groups aren’t just fighting the tobacco companies these days. They have fractured over tobacco harm reduction — the idea that people who cannot or will not quit smoking should be provided with alternatives, notably e-cigarettes, which deliver nicotine without burning tobacco. They argue that e-cigarettes will lead to a new generation addicted to nicotine, even if they are not smoking. It focuses largely, but not entirely, on reduced-risk nicotine products, a category that includes e-cigarettes, oral tobacco, and “heat not burn” products that warm up tobacco without burning it. There are no safe tobacco products; all fall along what’s called a continuum of risk.

REUTERS/Arnd Wiegmann/ File Photo Acquire Licensing RightsCompanies Tesla Inc FollowNov 21 (Reuters) - A Florida judge found "reasonable evidence" that Tesla Chief Executive Elon Musk and other managers knew the automaker's vehicles had a defective Autopilot system but still allowed the cars to be driven unsafely, according to a ruling. The ruling is a setback for Tesla after the company won two product liability trials in California earlier this year over the Autopilot driver assistant system. Banner's attorney, Lake "Trey" Lytal III, said they are "extremely proud of this result based in the evidence of punitive conduct." The judge also cited a 2016 video showing a Tesla vehicle driving without human intervention as a way to market Autopilot.

Marshals have for the first time released data on how many people were shot by their officers or other police working with them. Marshals Service Director Ronald Davis ordered the review last year, saying it reflects the seriousness of shots fired by officers. The report does not include information on whether the shootings were deemed legally justified nor data on more recent shootings, though it does say that those outlined in the report were independently investigated. The aim was to study policies, training, tactics and equipment to figure out ways to make shootings less likely or destructive in the future, the report released Tuesday states. The outcome in civil court shows Tesla arguments are gaining traction: when something goes wrong on the road, the ultimate responsibility rests with drivers. The electric-vehicle maker also argued it was unclear whether Autopilot was engaged at the time of the crash. During the Riverside trial, an attorney for the plaintiffs showed jurors a 2017 internal Tesla safety analysis identifying "incorrect steering command" as a defect, involving an "excessive" steering wheel angle. The automaker subsequently engineered a system that prevents Autopilot from executing the turn which caused the crash. "I think that anyone is going to have a hard time beating Tesla in court on a liability claim," he said.

Fewer than half of rural hospitals now have maternity units, prompting government officials and families to scramble for answers. The closures have worsened so-called “maternity care deserts" — counties with no hospitals or birth centers that offer obstetric care and no OB providers. Ultimately, doctors and researchers say, having fewer hospital maternity units makes having babies less safe. “It feels like you’re held in a way.”Some states and communities are taking steps to create more freestanding birth centers. It was a novel and “innovative” idea to request federal nurses to boost staffing at a rural maternity unit, Wyden’s office said.

The following Q&A with University of South Carolina research professor Rich Harrill, an expert on hospitality and tourism, looks at what’s happened in Hawaii and how other tourism destinations have bounced back from natural disasters. Compared with other destinations, Hawaii is very reliant on tourism – it comprises about 25% of the state’s economy. Maui County has the state’s highest reliance on tourism, with 51% of its jobs falling into sectors directly associated with tourism. This is a process that’s led by groups known in the travel industry as destination marketing and management organizations. Working with their local destination marketing organization, local governments should make decisions carefully about inviting visitors back.
